Precondition: verify that every symbol PhASAR will need is present in the linked module. Called from StigAnalysisP6RunAnalyzerTask before the analyzer subprocess starts.
Always writes unresolved_application_symbols.json + allowed_external_symbols.json as diagnostic artefacts (useful when triaging stub gaps). Canonical problems are written through the owning task's single reporter.
