elementBaseDir

Returns the element's base directory for this project.

For STIG_SUBDIR placement the Gradle module lives in element/stig/, so the element base directory is the parent of the project directory. For DIRECT placement the project directory IS the element directory.

The directory layout is the source of truth — the Gradle project location (build.gradle.kts sitting inside stig/ vs directly in the element folder) is an immutable structural fact at configuration time.
