DSL classes for STIG project configuration.

The public entry point is com.stigway.gradle.dsl.StigProjectExtension (registered on the root project in build.gradle.kts). This file contains the shared DSL building blocks: DefaultsDsl, RepoDsl, GroupDsl, BazelBuildDsl, and SourceCodeAnalysisDsl.

StigProjectSettingsExtension is retained for consumers that still use the settings-phase plugin, but new projects should declare configuration in root build.gradle.kts instead.
