validateAllIcons

Postcondition: every registered StigIcon must reference a real sprite-id in the vendored stig-icons.svg, have a non-blank semantic name, and have no duplicate semantic names. Delegates the sprite-id round-trip to StigSpriteIconValidator, which tells the developer exactly which script to re-run when an entry is missing.
