StigModelCheckCoordinator

Serializes loading and wiring of compiled-model sessions within a Gradle build.

A task keeps its loaded model alive until its module workers have all finished. The service permits one session task at a time; independent checks within that session use prepared indexes and run in parallel. Unrelated Gradle tasks do not use this service.
