repoGitRoots

One entry per configured repo (index-aligned across the three lists), from repoLocations.dokkaRepoInfos — same data the diagram task uses. Lets function URLs resolve against EVERY repo (sourceRepo, stig-project stubs/harness, …) via the shared resolver, not just the element's repo.
