The final displayed level is resolved in priority order:

result.level (per-result override)
reportingDescriptor.defaultConfiguration.level (the rule's default)
Falls back to WARNING if nothing is set

Level	Meaning
ERROR	Must fix — broken, dangerous, or will fail
WARNING	Should fix — likely a bug or bad practice
NOTE	Informational — style, minor improvement
NONE	No severity assigned (suppressed/deferred)
