packageFromRelativePath
Derives a dotted Kotlin package name from a relative directory path.
Each path segment is converted via toPackageSegmentStrict. The result is the canonical source of truth for # Package headers in Dokka includes — both generated and user-authored .md files must declare the package that matches their directory path.
