fun repo(name: String, configure: RepoDsl.() -> Unit): StigRepoRef

Defines a repo (source repository location). Returns a StigRepoRef that subprojects resolve to a StigRepoDir via repos["sourceRepo"]. The StigRepoDir.div operator then produces StigRepoFile references:
