StigReposAccessor

Dynamic accessor for repos defined in root build.gradle.kts. Holds only the resolved config context (no Project reference — CC safe).

Returns StigRepoDir — a resolved repo directory that carries both the name (for metadata/display) and the eagerly resolved root directory. The / operator on StigRepoDir produces StigRepoFile references with fully resolved java.io.File paths — no lazy resolution needed.

Supports both bracket syntax and Kotlin property delegation:
