MODERATE
A real issue or quality degradation that should be fixed, while the affected evidence remains usable with a clear caveat.
Execution examples: incomplete optional metadata, recoverable postcondition problems, or analysis/reporting gaps that reduce confidence but do not make the main result wrong.
Content examples: requirement wording is weak but understandable, a model relation is present but poorly justified, an ASIL is stricter than its parent without explanation, or naming/classification is inconsistent enough to slow review but not enough to invalidate the content.
