ProblemSeverity
User-facing importance of a STIG problem.
This is intentionally independent of presentation-specific concepts such as IntelliJ highlight type, SARIF level, or Gradle's report/throw mechanism.
Severity describes the impact if the problem is ignored:
for execution problems, impact on STIG's ability to produce trustworthy outputs;
for model/source/code-analysis problems, impact on correctness, completeness, reviewability, or safety integrity of the analyzed content.
Severity and continuation use two explicit reporter paths. Use StigProblemReporter.report for HIGH and lower problems that can still be collected; the configured failAt threshold decides whether those reported problems stop the build. Reserve StigProblemReporter.fail for a CRITICAL problem that makes the current output unusable or the current execution non-continuable. A caller must not force-fail a HIGH problem merely to bypass the configured threshold.
